LOL It really isn't only for exracers but I really like Mark Rashids books. Also anything from Tom or Bill Dorrance are good.

I have three books on training and retraining not for TBs only, but any breed. I have used all three extensively for info and the use of methods from all three.
The first one is: "Horse Training Basics; An Indispensable Guide for Beginning Trainers" authored by Deborah Britt. Some of the info included is "get trust and satisfaction from your horse; understand why your horse acts the way he/she does; train with pressure points; tie & groom your horse; discipline your horse humanely". This one is a hard-back book.
The Second One: "Breaking Your Horse's Bad Habits; An Experts Practical Guide to Overcoming Behavior Problems" authored by W. Dayton Sumner. This one is soft-backed.
The Third One: "Lungeing and Long-Reining" authored by Jennie Loriston-Clarke. With this one contents include: "Training foals and young horses; lungeing equipment and technique; introducing long-reins and early lateral work; backing and riding young horses; lungeing over poles and fences; advanced long-reining-including cantering, rein-back, shoulder-in, travers, half-pirouettes, half-pass, renvers, canter half-pass, canter pirouettes and tempi flying changes and piaffe and passage." This one is hard-back also.

There's one called Training the Ex-Racer but I can't remember who the author is. I saw it at a book store and was going to pick it up but I waited and now I can't find it anywhere. The title may be slightly off but I think that's what it was called.
