Actually, DNA parentage verification is the one thing the JC does do properly. As far as the rest, the JC is the biggest "old boys network" out there. "It's done this way because it's always been done this way". That and money. There is a HUGE financial impact in the mare care industry, transportation, etc. If AI were allowed, much of that would be lost. The JC claims that if AI were allowed, that genetic diversity would be greatly reduced as everyone could breed to the "popular stallion" regardless of geography. In fact, in other breeds, AI has actually proved to produce the exact opposite results. Freed of the prohibitive costs of transportation and mare care, mare owners are much more likely to breed to a stallion who is across the country or even on the other side of the world. Genetic diversity has actually INCREASED due to AI, but the JC refuses to admit it.
That said, no, the filly will not be returned to Rachel. First off, by the time she has healed enough to take the filly back, the bond will be long gone and also, her milk production will have ceased. Horses are not like humans. Basically, it's "out of sight, out of mind". The filly has a new mother and knows no other. Rachel herself was raised by a surrogate.

Gotchya. Too bad she looks like a good Mom. Hope she gets better, but know of two people who lost the mares they 'had' to breed to similar circumstances.
